Electrical Inspector

I live in Florida. Our building was built not so long ago and all systems function extremely well. Everything was fine till the other day we had a short circuit in the building and electricity was out the whole night and all the residents had to suffer the whole night without current. If only an electrical inspector had been regularly checking all the connections this would certainly not have happened.
